Unable to initiate neighbour connection x.x.x.x (refused)

I can see 10 other users, but I keep getting notes in the log with the above error on two specific IPs. Just wondering if it's a problem with me or them?

Since Shareaza doesn't have a chat room people use it as a sheer swap utility, and therefore come and go. The area that we store the IP's(dcahce) , records them for one hour before they are cleaned off the list, or unless the client reissues their ip and another hour extension is given.

It shouldn't be a worry to see ip's that are tested as they are mere old ip's and this testing uses very very very little data.
